اللجنة الوطنية للممرضات والممرضين للجامعة الوطنية للصحة للإتحاد المغربي للشغل

تدعو الممرضات والممرضين وتقنيي الصحة

لإنجاح الإضراب الوطني ليوم 26 أكتوبر 2018

والمشاركة الواسعة في المسيرة الوطنية ليوم 10 نونبر2018 بالرباط

وتستمر معاناة مختلف الشرائح الاجتماعية في الوطن، وتأبى الحكومات المتعاقبة على تدبير شؤونه إلا أن تعمق جراح الطبقة الكادحة، مقابل استسلامها للوبيات الفساد وناهبي الأموال واجتهادها في حماية الريع… ولا تشكل الفئات الصحية عموما وفي مقدمتها الجماهير التمريضية استثناءاً بهذا الخصوص، وأن صحة المواطنين معروضة أكثر للمزاد لمن يريد الاغتناء وتحقيق الأرباح، وما ينتج عن ذلك من احتقان متزايد في القطاع كنتيجة لسياسات التخبط المفتقرة للرؤية النافذة والجرأة السياسية لتدارك هفوات الماضي وإنصاف الفئات المتضررة.

إن اللجنة الوطنية للممرضات والممرضين بالجامعة الوطنية للصحة للاتحاد المغربي للشغل، وهي تستعرض باعتزاز المسيرة النضالية البطولية للجسم التمريضي من أجل الإنصاف وانتزاع الحقوق، لتسجل بمرارة أسف عميقين الظروف المزرية التي يضطر للاشتغال فيها مختلف فئات الممرضين وتقنيي الصحة في ظل العجز واللامبالاة، وسوء التسيير والتدبير الذي تقابل به الإدارة الصحية هذا الواقع البئيس.

إن ممرضات وممرضي الجامعة الوطنية للصحة (إ.م.ش)، وهم مستحضرين للتضحيات الجسام للأطر التمريضية في جميع ربوع الوطن – سواء بالمداشر المهمشة كليا أو جزئيا، أو بالحواضر التي يتنامى ويتضاعف فيها يوما بعد يوم منسوب الخطر المحدق بهم باعتبارهم الفئة الأكثر عرضة وتعرضا للأخطار والحوادث المتنوعة- بهذا القطاع الاجتماعي والإنساني بامتياز، يعلنون للرأي العام الوطني ويطالبون الوزارة الوصية والحكومة بمايلي:

1- مراجعة المرسوم رقم 535.17.2 وذلك بإلغاء نظام الشطرين وإقرار الأثر الرجعي المادي للمعادلة منذ سنة الغضب التمريضي (الخميس 24 مارس2011) التي وقع فيها الاتفاق المهزلة 5 يوليوز 2011 الذي مازلنا نعيش انتكاساته وتجلياته السلبية ليومنا هذا.

2- إحداث الهيئة الوطنية للممرضين وتقنيي الصحة لحماية المهنة وتحصينها من الدخلاء.

3- إحداث مناصب مالية كافية لإدماج جميع الخريجين في ظل الخصاص المهول للموارد البشرية.

4- القطع مع أي شكل من أشكال التعاقد بقطاع الصحة ووقف الترويج له.

5- التدخل الفوري الآني وتحريك المساطر القانونية لوضع حد لظاهرة الاعتداءات على نساء و رجال الصحة.

6- إقرار خصوصية قطاع الصحة كمدخل أساس لإصلاح المنظومة الصحية ببلادنا والرقي بعنصرها البشري.

7- الجلوس إلى طاولة الحوار بجدية والاستجابة لمطالب هذه الفئة التي تعتبر العمود الفقري لقطاع الصحة وإنصافها الفوري في التعويض عن الأخطار المهنية.

من أجل ذلك؛ فإننا ندعو إلى الانخراط في الإضراب الوطني لحركة الممرضين وتقنيي الصحة بالمغرب ليوم الجمعة 26 أكتوبر2018 باستثناء أقسام المستعجلات والإنعاش، كما ندعو جميع مناضلاتنا ومناضلينا للمشاركة القوية والفعالة في المسيرة الوطنية بالرباط يوم السبت 10 نونبر2018 ابتداء من العاشرة صباحا التي ستنطلق من أمام وزارة الصحة في اتجاه البرلمان.

وفي الأخير ندعو كافة الممرضين وتقنيي الصحة لرص الصفوف واليقظة، فلا سبيل لتحقيق مطالبنا وتحصين مكاسبنا إلا بالوحدة وتكاثف الجهود والحذر حتى لا يتم الالتفاف على مطالبنا والإجهاز على حقوقنا.
